The City Administrator is appointed by the Mayor with the approval of the Board of Aldermen. The City Administrator supervises the day-to-day operations of the City Government and is responsible for the hiring, firing and performance of all city staff.
The City Administrator makes recommendations to the Mayor and Board of Aldermen on legislation, policies, programs and services. The City Administrator acts as the City's Purchasing Agent, Risk Manager and Personnel Director.

aspencer@cityofcottleville.comThe City Treasurer is responsible for all of the City's Financial and accounting functions, as well as assisting the Mayor and City Administrator with the preparation of the City's Annual Budget, Cash Management and Investment, Purchasing and Property Management. The City Treasurer is responsible to publish the City's Semi-Annual Financial Statement. The Treasurer is assisted by a Certified Public Accountant and is audited yearly.
The City Clerk is responsible for recording and filing official municipal records, preparation and distribution of City Ordinances and resolutions, meeting notices, agendas, minutes and filing official notices and advertisments
In addition the City Clerk performs voter registration, notary public services, accepts filing for candidacy in municipal elections, officially swears in public officials and employees and is the custodian of records and the Seal of the City.
The City Clerk also issues business and liquor licenses as well as temporary sign permits.

The deputy city clerk is responsible for assisting residents with their questions and concerns, updating the city website, maintaining the solid waste, ordering office supplies, and assisting city staff with their daily tasks.
The deputy city clerk also issues building permits and schedules residential inspections.
In the absence of the city clerk, the deputy city clerk would fill in.

The City Attorney acts a chief legal officer of the City and reports to the Mayor, City Administrator and the Board of Aldermen. The City Attorney is responsible for the proper administration of the legal affairs of the City and for assuring professional representation in all civil actions in which the City is a party. The duties of the City Attorney include performing legal research, including extensive analysis of legal positions relevant to issues facing the City, preparing or assisting in the preparation of all City ordinances, resolutions, agreements and contracts, and approval of the form of such instruments, attendance at all City aldermanic meetings, boards, commissions, and agencies in relation to their duties and the business of the City. The City Attorney selects and directs outside special counsel as appropriate and necessary and initiates and prosecutes actions to protect the City's interest, including preparations of pleadings and briefs, oral argument, trial, and settlement negotiations. The City Attorney also is responsible for maintaining a current, accurate and usable municipal code.
The City Attorney is appointed by and serves at the pleasure of the Mayor.
